    Energy storage is an important component and key supporting technology of smart grids, energy systems with a high proportion of renewable energy, and "Internet plus" smart energy (hereinafter referred to as the Energy Internet). Energy storage can provide various services such as peak shaving, frequency regulation, backup, black start, and demand response support for power grid operation. It is an important means to improve the flexibility, economy and safety of traditional power systems; Energy storage can significantly improve the consumption level of renewable energy such as wind and light, support distributed power and microgrids, and is a key technology to promote the replacement of main energy from fossil energy to renewable energy; Energy storage can promote open sharing and flexible trading of energy production and consumption, and achieve multi-energy collaboration. It is the core foundation for building the energy Internet, promoting the reform of the power system, and promoting the development of new energy formats.

    In recent years, my countrys energy storage has shown a good trend of diversified development: pumped hydro energy storage has developed rapidly; The research and development and application of energy storage technologies such as compressed air energy storage, flywheel energy storage, superconducting energy storage and supercapacitors, lead-acid batteries, lithium-ion batteries, sodium-sulfur batteries, and flow batteries have accelerated; Heat storage, cold storage, and hydrogen storage technologies have also made certain progress. Generally speaking, my countrys energy storage technology has initially laid the foundation for industrialization. Accelerating the development of energy storage technology and industry is of great strategic significance for building a "clean, low-carbon, safe and efficient" modern energy industry system, promoting the supply-side reform of Chinas energy industry, and promoting the change of energy production and utilization methods. At the same time, it will also drive the development of the whole industrial chain from material preparation to system integration, which has become a new kinetic energy for improving the level of industrial development and promoting economic and social development. In order to implements energy strategic thinking on "Four Revolutions and One Cooperation" and implement the "Outline of the Thirteenth Five-Year Plan for National Economic and Social Development of the Peoples Republic of China" and the "Energy Production and Consumption Revolution Strategy (2016-2030)" task, promote the development of energy storage technology and industry, and put forward the following opinions.

    1、Overall Requirements

    (1)Guiding ideology

    Comprehensively implement the spirit of the 18th National Congress of the Communist Party of China and the Third, Fourth, Fifth and Sixth Plenary Sessions of the 18th Central Committee of the Communist Party of China, thoroughly implement the spirit of   s series of important speeches, and in accordance with the major decision-making and deployment requirements of the * * * * * * * and the second meetings of the National Energy Commission, adapt to and lead the new normal of economic and social development, focus on the overall and long-term development needs of the energy industry, closely focus on reform and innovation, Vigorously develop "Internet plus" smart energy, promote the development of energy storage technology and industry, support and promote the energy revolution, and provide technical support and industrial guarantee for realizing my countrys transformation from an energy power to an energy power and improving economic quality and efficiency.

    (2)Basic Principles

    Government guidance and enterprise participation. Strengthen top-level design, increase policy support, study and introduce financial and other supporting measures, and coordinate and solve major common problems in industry innovation and development. Strengthen guidance and information services, promote the rational opening of energy storage facilities, and encourage diverse market entities to participate in market competition fairly.

    Innovation leads, demonstration first. Create an open and inclusive innovation environment and encourage various forms of innovation in technologies, mechanisms and business models. Give full play to the pilot role of demonstration projects, promote the pilot trial of new energy storage technologies and models, and create a good atmosphere for innovation.

    Market-led and reform-boosted. Give full play to the decisive role of the market in resource allocation and encourage social capital to enter the energy storage field. In conjunction with the reform process of the electric power system, we will gradually establish and improve the price formation mechanism of market-oriented electricity transactions and flexible resources, restore the attributes of energy commodities, and strive to break down institutional and institutional obstacles.

    Overall planning and coordinated development. Strengthen overall planning and optimize the layout of energy storage projects. Pay attention to the coordinated development of upstream and downstream, and optimize the complete industrial chain from materials, components, systems, operations to recycling and reuse. Develop energy storage while ensuring safety, improve standards, testing and certification systems, and ensure product quality and orderly competition. Promote green design concepts, study and establish a cascade utilization and recycling system for energy storage products, strengthen supervision, and eliminate pollution.

    (3)Development Goals

    In the next 10 years, relevant work will be promoted in two stages. The first stage will realize the transition of energy storage from R&D demonstration to initial commercialization; The second stage realizes the transformation from the initial stage of commercialization to large-scale development.

    During the "Thirteenth Five-Year Plan" period, a number of pilot demonstration projects with different technology types and different application scenarios will be built; Research and develop a number of major key technologies and core equipment, and the main energy storage technologies have reached the international advanced level; Initially establish an energy storage technology standard system and form a number of key technical specifications and standards; Explore a number of scalable business models; Cultivate a group of competitive market players. The development of the energy storage industry has entered the early stage of commercialization, and the key role of energy storage in the transformation of the energy system has initially emerged.

    During the "14th Five-Year Plan" period, energy storage projects were widely used, forming a relatively complete industrial system and becoming a new economic growth point in the energy field; Comprehensively master key energy storage technologies and core equipment with international leading levels, and some energy storage technologies and equipment lead international development; Form a relatively complete technical and standard system and have the right to speak internationally; A variety of energy storage business models based on the power and energy market are booming; Form a group of internationally competitive market players. With the large-scale development of the energy storage industry, the role of energy storage in promoting energy transformation and the development of the energy Internet has been fully demonstrated.

    2、Key tasks

    (1)Promote research and development demonstration of energy storage technology and equipment

    Focus on research on a number of energy storage technologies and materials with key core significance. Strengthen basic and common technology research, focus on the overall goal of low cost, long life, high safety and high energy density, carry out research on energy storage principles and key materials, units, modules, systems and recovery technologies, and develop energy storage material and device testing analysis and simulation. The key points include variable speed pumped hydro energy storage technology, large-scale new compressed air energy storage technology, various new material preparation technologies for chemical electricity storage, high-temperature superconducting magnetic energy storage technology, phase change heat storage materials and high-temperature heat storage technology, energy storage system integration technology, energy management technology, etc.

    Test and demonstrate a number of energy storage technologies and equipment with industrialization potential. According to different application scenarios and needs, develop energy storage technology equipment suitable for long-term large-capacity, short-term large-capacity, distributed and high-power applications. Vigorously develop energy storage system integration and intelligent control technology to achieve coordinated and optimized operation of energy storage and modern power systems. The key points include 10MW/100MWh supercritical compressed air energy storage system, 10MW/1000MJ flywheel energy storage array unit, 100MW lithium-ion battery energy storage system, large-capacity new molten salt heat storage device, and supercapacitor power quality regulation system used in smart grid and distributed power generation, etc.

    Apply and promote a number of energy storage technologies and products with independent intellectual property rights. Strengthen guidance and support, promote the combination of Industry-University-Research and application, and accelerate technological transformation. Encourage energy storage product manufacturers to adopt advanced manufacturing technologies and concepts to improve quality and efficiency, encourage innovative investment and financing models to reduce costs, and encourage participation in foreign application markets to promote the improvement of domestic equipment manufacturing levels. The focus includes 100MW all-vanadium redox flow battery energy storage power station, high-performance lead-carbon capacitor battery energy storage system, etc.

    Improve energy storage product standards and testing and certification systems. Establish a standard system that is in line with international standards and covers energy storage planning and design, equipment and testing, construction and acceptance, grid connection and testing, operation and maintenance and other application links, and continue to improve it with technological development and market demand. Improve testing and certification standards for energy storage product performance and safety, establish a * * * * * * * * * energy storage testing and certification agency, and strengthen and improve the quality supervision of energy storage products throughout the life cycle. Establish and improve the recall system of unqualified products.

    (2)Promote application demonstration of energy storage to improve the utilization level of renewable energy

    Encourage renewable energy stations to rationally configure energy storage systems. Study and determine the requirements for access methods, grid connection adaptability, operation control, network-related protection, information exchange and safety protection of energy storage systems with different characteristics. For energy storage systems that meet the requirements, the power grid should allow access and incorporate them into power grid dispatch management.

    Promote the coordinated operation of energy storage systems and renewable energy. Encourage energy storage and renewable energy stations to participate in power grid operation optimization as a consortium, accept power grid operation dispatching, and achieve functions such as smoothing output fluctuations, improving consumption capacity, and providing auxiliary services to the power grid. Power grid enterprises should treat the consortium as a special "power plant" and sign grid-connected dispatching agreement and power purchase and sale contract under the guidance of the government. The consortium enjoys corresponding rights and undertakes due obligations.

    Study and establish a renewable energy station-side energy storage compensation mechanism. Study and quantitatively evaluate the value of energy storage facilities deployed on the renewable energy station side, and explore reasonable compensation methods.

    Support the application of multiple energy storage to promote the consumption of renewable energy. Support the development of various forms of energy storage and output utilization such as renewable energy storage, heat storage, and hydrogen production in areas with prominent renewable energy consumption problems; Promote the construction of pilot demonstration projects such as wind power heat storage and wind power hydrogen production.

    (3)Promote application demonstration of energy storage to improve power system flexibility and stability

    Support energy storage systems to be directly connected to the power grid. Study the technical requirements such as capacity range, voltage level, grid connection adaptability, operation control, network-related protection, information interaction and safety protection of energy storage connected to the power grid. Encourage power grids and other enterprises to centrally or distributed access to energy storage systems based on demand in accordance with relevant national or industry standards, and carry out research and application demonstrations on operation optimization technologies. Support various entities to invest, build and operate energy storage systems connected to the power grid in accordance with market-oriented principles. Encourage the use of existing lines and facilities of phased out or decommissioned power plants to build energy storage systems.

    Establish and improve the market mechanism for energy storage to participate in ancillary services. With reference to relevant policies and mechanisms such as the provision of auxiliary services by thermal power plants, energy storage systems and units are allowed to participate in auxiliary service transactions jointly or as independent entities. According to the gradual optimization of the development of the electricity market, on the basis of following the principle of voluntary trading, a market mechanism of "paying according to the effect, whoever benefits pays" will be formed.

    Explore the establishment of rules and mechanisms for energy storage capacity electricity charges and energy storage participation in the capacity market. Combined with the reform of the power system and referring to policies related to pumped hydro energy storage, we will explore the establishment of energy storage capacity electricity charges and rules for energy storage to participate in the capacity market, and provide capacity compensation to various large-scale energy storage systems that meet the conditions.

    (4)Promote application demonstration of energy storage to improve the level of intelligent energy consumption

    Encourage the construction of distributed energy storage systems on the user side. Study and formulate access policies and technical standards for user-side access to energy storage, and guide and standardize the construction and operation of user-side distributed electric energy storage systems. Support electricity sales companies with distribution network operating rights and qualified residential users to configure energy storage, increase the proportion of local consumption of distributed energy, participate in demand response, reduce energy costs, and encourage the exploration of relevant business models.

    Improve user-side energy storage system support policies. In conjunction with the reform of the power system, energy storage is allowed to participate in electric energy transactions through market-oriented methods. Support a certain scale of electric energy storage facilities built on the user side to jointly participate in auxiliary services such as frequency regulation and peak regulation with power generation enterprises or as independent entities.

    Support the configuration of energy storage in microgrids and off-grid areas. Encourage the deployment of multiple energy storage to improve the reliability and power quality of microgrid power supply; Actively explore new technologies and models for microgrids with energy storage to participate in electric energy trading and grid operation optimization. Encourage the development of economical and applicable energy storage systems to solve or optimize power supply methods for people without electricity.

    (5)Promote diversified applications of energy storage and support energy Internet application demonstrations

    Improve the informatization and management and control level of energy storage systems. On the premise of ensuring network information security, promote the deep integration of energy storage infrastructure and information technology, and support the research and development and application of energy information technology. Gradually realize the energy Internet management and control of energy storage, improve the utilization efficiency of energy storage resources, and give full play to the diversified role of energy storage systems in the energy Internet.

    Encourage the realization of multi-energy complementarity and multi-source interaction of the Energy Internet based on multiple energy storages. Encourage large-scale comprehensive energy bases to rationally configure energy storage systems to achieve multi-energy complementarity of wind, solar, water, thermal and storage. Support the construction of open and shared distributed energy storage big data platforms and energy service platforms. Encourage end users at different levels such as households, parks, and regions to make complementary use of various energy and energy storage resources to achieve multi-energy collaboration and comprehensive cascade utilization of energy.

    Expand the energy storage application of decentralized battery resources such as electric vehicles. Actively carry out the intelligent charging and discharging business of electric vehicles, and explore the energy Internet management and control and energy storage applications of decentralized battery resources such as electric vehicle power batteries, communication base station batteries, and uninterruptible power supplies (UPS). Improve the full life cycle supervision of power batteries and carry out research on the cascade utilization of energy storage of obsolete power batteries.

    3、Safeguards

    (1)Strengthen organizational leadership

    · ?The National Development and Reform Commission and the National Energy Administration, together with the Ministry of Finance, the Ministry of Science and Technology, the Ministry of Industry and Information Technology and other relevant departments, coordinate and solve major issues, establish and improve support policies, effectively promote the implementation of various measures, and form a development situation that combines government, industry, academia, research and application. Relying on industry strength to build a national energy storage technology innovation platform; Give full play to the role of professional associations (learning) associations and research associations to guide the innovation direction of the industry. Establish an energy storage professional advisory committee to provide support for government decision-making. Promote the establishment of national industrial alliances, strengthen industrial research and establish information channels. Provincial governments are encouraged to support energy storage in accordance with relevant policies such as smart grid, microgrid, multi-energy complementarity, "Internet plus" smart energy, electric vehicle charging facilities, recycling of used power batteries, distribution network construction, power spot market, etc., and introduce supporting policies, provide financial support and carry out pilot demonstration work according to the actual situation. Qualified energy storage enterprises can enjoy relevant preferential tax policies according to regulations, incorporate energy storage into the key support direction of special funds such as smart grid and energy equipment manufacturing, carry out comprehensive regional pilot demonstrations of technology and policy mechanisms in qualified areas, and encourage clean energy demonstration provinces to develop energy storage according to local conditions. Local energy and relatedRelevant competent authorities should study and formulate local implementation plans based on actual conditions, adapt measures to local conditions, organize scientifically, put an end to blind construction and duplication of investment, and promote the development of energy storage technology and industry in a pragmatic and orderly manner. The energy regulatory agencies dispatched by the National Energy Administration actively participate in the research of relevant mechanisms according to their responsibilities, strengthen safety and market supervision, and supervise the implementation of relevant policies and major demonstration projects

    (2)Improve policies and regulations

    Establish and improve relevant laws and regulations to ensure the healthy and orderly development of the energy storage industry. Strengthen the coordination and docking between the reform of the power system and the market mechanism of energy storage development, and combine the research on the construction of the power market to form an energy storage application price mechanism. Actively carry out policy pilot projects for innovative application of energy storage, break down policy barriers in equipment access, subject identity, data interaction, trading mechanism, etc., and study and formulate financial, insurance and other related policies and regulations that adapt to the development characteristics of new energy storage models. Strengthen the management and protection of intellectual property rights in energy storage technologies, products and models. Strengthen the construction of energy storage safety and environmental protection policies, regulations and standard systems, and study and establish an extended producer responsibility system for energy storage products. Encourage the development of energy storage systems to adopt standardized, universal and easy-to-disassemble structural designs, and negotiate and open up relevant information such as energy storage control system interfaces and communication protocols that are conducive to recycling.

    (3)Carry out pilot demonstrations

    Focusing on major needs such as promoting renewable energy consumption, developing distributed power and microgrids, improving power system flexibility, and accelerating the construction of energy Internet, a number of major energy storage pilot demonstration projects with leading roles will be deployed. Track the construction and operation of pilot demonstration projects, and establish and improve the system and mechanism to promote the sustainable development of the industry. Encourage and support * * * * * * * renewable energy demonstration zones and other qualified regions, departments and enterprises to carry out pilot demonstrations of various energy storage technology applications according to local conditions. We will conduct in-depth exploration in technological innovation, operation mode, development format and institutional mechanism, try first, and summarize and accumulate successful experiences that can be popularized.

    (4)Establish a compensation mechanism

    In conjunction with the reform of the power system, study policies to promote energy storage to participate in power market transactions to obtain reasonable compensation and establish an energy storage service compensation mechanism that is compatible with power market-oriented operation services. Promote energy storage to participate in the pilot work of power auxiliary service compensation mechanism and establish a supporting energy storage capacity electricity fee mechanism. Establish and improve the compensation supervision mechanism and severely punish violations.

    (5)Guide social investment

    Implement the spirit of streamlining administration and delegating power, study and establish an energy storage investment management mechanism that simplifies procedures and promotes investment. For independent energy storage projects, except those already stipulated in the "Catalog of Investment Projects Approved by the Government", a filing system will be implemented and filed in accordance with the principle of territoriality., the filing authority and its authority shall be stipulated by the peoples governments of provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning. Enterprises shall file with the competent department for the record in accordance with relevant local regulations. Give full play to the role of central fiscal science and technology plans (special projects, funds) to support the research and development of basic, common and key technologies for energy storage. Study the implementation of advanced energy storage demonstration projects through central and local infrastructure investment, and guide social capital to accelerate the promotion and application of advanced energy storage technologies. Encourage financial innovation to reduce the entry threshold and risks of energy storage development, support the use of multiple financing methods, and guide more social capital to invest in the energy storage industry.

    (6)Promote market reform

    Accelerate the construction of the electricity market, establish a market-oriented trading mechanism and price formation mechanism for flexible resources such as energy storage, encourage energy storage to directly participate in market transactions, achieve profitability through market mechanisms, and stimulate market vitality. Establish and improve the access system, encourage emerging market entities such as third-party capital and small and micro enterprises to participate in the market, and promote the equal and coordinated development of enterprises of all types of ownership.

    (7)Consolidate the foundation for development

    Relying on the industry to establish a public platform for energy storage information and strengthen information docking, sharing and trading services. Innovate the talent introduction and training mechanism, introduce a group of leading talents, cultivate a group of professional talents, and form an intellectual support system to support the energy storage industry. Strengthen publicity, expand the demonstration driving effect, and attract more social resources to participate in energy storage technology research and industrial innovation and development.
